So I just got a 12" PB and I've got a few newbular questions to ask:
-Is there an adapter to do TV-out?
-some java websites aren't working in Safari--most notably CBS Sportsline's sports scoreboards. I've downloaded the Java update and J2SE 5.0.
-do I need something to open .jar files? I downloaded Azeurus but when I try to open it, it says it cant open and to check the console for errors.
Thanks.

Yes, there is a TV (S-Video) out mini-DVI adaptor.
Don't know about the Java problems or .jar files, but you might want to submit those questions to the Software > Applications forum, since they are not PowerBook specific.

I have had issues with Safari not being compatible with certain websites. Actually, it's more of an issue of MSiE not being compatible with most other browsers on the market. Many sites are written to take advantage of advanced functionality in MSiE and hence break other browsers.
As for jar files.... You can execute Java ARchives on the command line:
java -jar jarfilename.jar
