Not honoring landscape rotation when switching apps

In my car, I put my 5s in a mount in landscape with Google Maps for navigation. With the rotate lock turned off, if I double-push the home button and switch to another landscape app, such as Downcast, my podcast app, Downcast sometimes is not in landscape and won't switch to landscape unless I rotate the phone back to vertical and then back to landscape. Switching back to Google Maps, it may no longer be in landscape either!
If I turn the phone and then turn it back, all is right again. Can anybody reproduce this? I'm on the latest iOS 8.

Same here, though I'm usually using Waze. It's always been that way.

Unfortunately, it is an iOS flaw.
I do have a solution, however. Instead of using an iPhone, you should use a cellular iPad:
I use the orientation lock, and navigation apps, Music, and other apps always open in landscape orientation.

It works great for me, and it is about 5x the size of my iPhone 6.

Yeah, lugging around an iPad IN ADDITION to an iPhone is NOT a solution for most.
Plus, it's not really cost effective if you don't already own an iPad.
And no, I don't want to have a dedicated car iPad.

I've seen this on my iPad. I think it's more about the apps than iOS. If the app only checks for orientation changes, not "current orientation," the it won't change orientation when you switch, but if it checks both, it will. I don't have a list of yes/no apps at the moment, but I've seen it as very consistent with the ones that don't.
Similarly, if I go from landscape to portrait orientation for an app, and stop using that app, sometimes the device doesn't observe its orientation. For example, I have a portrait-only Sudoko game. If I open that from landscape mode and play for a bit, then use the Home button with the device still in landscape orientation, sometimes the screen background on my iPad stays in portrait. This makes me think that sometimes iOS listens to the apps about orientation, instead of vice versa.

Hmm, interesting. Maybe I'll drop a note to the Downcast people to see if they check only when the orientation changes vs. the current orientation.
