Photoshop CS - can't get hand tool to work

Does anyone have any idea why I could be having trouble getting the hand tool to work?
I have the layer that I want to move as the front layer and it will not move.
I have tried to create a new document and paste several things into the document.
I cannot get any of them to move.
I trash the preference file but that did not make a difference.
Any ideas? I really need to use the hand tool.

Are you sure the layer isn't locked ? Try to create a new layer ( ie text ) and see if you can move that layer...

You wouldn't use the hand tool to move a layer or an item on a layer. you would use the "move" tool. It is the arrow at the top of the tool palette. The Hand Tool is for navigating around the window when you are zoomed in larger that the screen has room for. The move tool has a the quick key of "v" and to use the hand tool you hold down the spacebar.
