Widgets: Software, or UI Customization?
Where should we make threads about widgets?
Please look into putting a sticky in Software and UI about the decision.
One could say that they are software, I mean, they can even crash, and give you the reporter.
Others would say they are more UI Mods.

Software. They provide interactive functionality of some sort rather than interface enhancements.

i would say software as well. if they become popular enough, maybe they'll even get their own software sub-forum.

Applications forum, without question.
And no, the GUI mods forum isn't the right place, since almost every Mac app has a GUI -- having a GUI doesn't differentiate Widgets from any other application. It's the issue of modifying an existing GUI, which Widgets do not do.
