I just by accident noticed that pressing CMD-F5 makes a second border show up around icons on the desktop. I can't see any use for it at all as no functionality seems to change to coincide with it.

Anyone know what this is supposed to do or what it is for?
I'm using leopard and you're right - it's the voiceover function. I had my speakers off so didn't notice it - hadn't realized there were visual clues associated with voice over as well.
