The word 'prostitute' is banned in favour of 'person'
WTF!? You have to love political correctness.
In a dramatic softening of the law on prostitution, only 'persistent' street offenders will face any police action.
The term 'common prostitute' will be banished from English law. Instead, sex workers must be referred to as 'persons'.
In the final act of the Blair Government, Ministers also announced that tens of thousands of convicts who re-offend will receive softer punishments or escape jail altogether.

Prostitutes only exist because Johns exist. If there is no market, there's no seller. Yet for centuries we prosecuted the women, who were often victims of circumstance, bad life choices, poverty or even forced by pimps and let the Johns off with a slap and a wink.

The sex drive is an innate human characteristic. That doesn't require anyone to get into the world of prostitution. Besides that, this is the same approach the US has taken to drugs, and it's been a colossal failure. The consumers are far more numerous and less distinct from the normal population than the suppliers. The only way you could ever get rid of the market for prostitutes is to offer government-sponsored whores for free.
