In what cases can downloading a jpeg or GIF be considered "piracy"? I suppose downloading something without permission (a graphic from a web page or whatever) might be considered copyright infringement, but I would think the thing in question would have to be sold in the first place for it to be piracy.

Good question. Web Page content doesn't count as long as it's being hosted by someone who has a right to distribute it.
Example:
Picture of Jenna Jameson from her site - not piracy
Picture of Jenna Jameson from unauthorized site/usenet - piracy
Piracy is a loose term, defining it here as downloading content without owner's permission.

In grade 9 I downloaded star trek pictures from websites... I"M SORRY!
I don't think graphics unless they're of like a person or something that specifically says don't copy this or use without permission is really piracy.
Paramount is not terribly likely to sue me for grabbing a few pics of The Enterprise E off fan sites.

I think it's only copyright infringement if you then use the graphic without the owners permission, like putting it on your webpage or selling it as your own work etc. It's usually not illegal to download them for personal use on ones own computer.

They may not be. The fan site might even be using pictures that were released to the press for general use or have permission to put the pictures online or that were taken by a fan at a con.
On the other hand, they may send a cease and desist letter to the site asking/threatening them to remove the content.
I am not a lawyer, but I'm sticking with my original definition for simplicity since this could be argued to death without getting anywhere near a clear answer...use considered infringement if distributor does not have ownership or permission to distribue.
If you don't know, count it no. I was thinking more of large sets of pictures when I put together the poll.

There's loads and loads of cdrom with stock photo's. These can be quite expensive. I remember finding a few hotlineservers that specialise on this...
Then there's all the fansites that where closed down by Warner Bros and the likes...

Indeed. It's actually not possible to view a web graphic without copying it to your own computer, so the law tends to reflect this.

I've never downloaded anything illegally. Okay, I do have a few MP3's, but wer'e talking less than 20 total. I haven't gotten on the MP3 band-wagon yet.
I do have lots of big name graphics software titles. I never downloaded any of them. Working in the computer graphics field has had some benefits. My understanding is that borrowing software for training/learning purposes is not always illegal either. I've never used any of those titles for financial gain either.
Hell, some of my employers even encouraged borrowing stuff so people would learn the software quicker. When you're actually working, the time to experiment and explore all the options of the software isn't always available. I couldn't have learned all the QuarkXPress keyboard shortcuts (for example) on work time.
Using the software on my own time has improved my skills vastly.

Heh. My brother used to work for a startup company that was one of the many dotcom casualties. It was run by idiots. He actually suggested that the company should register the software they bought, but nobody could be bothered. So he registered several useful items in his own name.
