I heard somewhere that Leopard was going to have a fast, sharp vector-based GUI. Has this been implemented?

The UI is partially vector based, and partially bitmapped. Take a look a at the relevent page on the ars techica review:

Yeah, good read that. Looks like Apple is well on the way. Recipes is a brilliant idea IMO.
