Aren't they downwind from, or at least really close to, most of their enemies? I'm not so much concerned about Israel using it's nukes, since it's rather impractical to nuke your neighbour, as I am about Israel not being part of the Nuclear Non-Proliferation Treaty.

most the winds blow north west... thats from us onto our "enemies" except lebanon... so we wont nuke lebanon
lol no but somtimes the wind blows from the east from jordan and such and thats when it gets bloody hot its a "desert storm" then and its about 100 degrees right now in Jerusalem. stupid eastern air
So that a roundabout way of answering your question israel is upwind from most of its enemies except in the rare summer occasion that there is a desert storm. So we will have to simply nuke people in the winter to be safe
