I've googled this, someone suggested a trick, add email to contact and block, but I don't see a block offered there. Also curious, can you block someone so they receive a bounce back?

You most definitely do not add them to contacts! What you do is in Mail Pref's>Rules create a rule named Block,
then within Criteria use Any Any Recipient, From or Contains then email address.
Then have it Moved to Trash click + to field to then Delete the message.

Now if other mails from unwanted you can simple apply this Rule to those too!

Thanks Dark, appreciate that.
What I would ideally want is for them to receive a bounce, which would indicate I never got the email, hence deprive the annoying person they have communicated with me. Possible?

Who is your email provider? The best way to do this is via server side, rather than client side rules.

I don't think many mainstream / consumer email providers allow for server-side bounce.

Thanks guys, sorry, email notification not working so good?

That link, what is saying, that the bounce I would like the sender to get is not possible?

For all intents and purposes:

No, not possible with Yosemite and Mail
And 99% likely that AT&T does not provide server-side access to your ATT email accounts (if that's what you meant by "I'm with ATT").
