im trying to make a better sig, and i want to create something that looks better then what i currently have.

something that kindof sticks out (is this layers?) as well as being outlined etc. some of the others have similar stuff, but i have little if any artistic ability..

is there a place to download weird fonts? similar looking to neon lights, just not those colors

Yes, you'd want the text to be a seperate layer. Try using some layer effects on them in Photoshop.. drop shadow, outer glow, maybe inner glow. Play around with the settings until you get the look that you want. Good luck
