I have exactly the same problem. I've tried logging into the Apple Store and turning on 1-Click, changing credit cards, etc., and I get the same message all the time.

An Error occurred.

The music Store could not process your request, please try again later.

when logging in, don't use your apple ID, use the email address associated with the account.

I've tried as you've suggested, and the system won't allow me to log in using the email address I have associated with my Apple ID. It is not recognized as a valid account.
