So I'm wandering around the National Mall and discover they have very fast free Wi-Fi available for the masses. Is this a becoming a common thing in big cities?

Who is the ISP? Could be a cell telco setting it up to offload 3G usage.

Looks like the district was behind it:
The Associated Press: DC launches free Wi-Fi on National Mall
The D.C. government installed the hotspots along with the U.S. Department of Agriculture and the Smithsonian Institution. The private company Cisco donated the network hardware, and Level 3 donated the Internet services.
I was pleasantly surprised at how fast it was.
