I want to ge the user's OS languarge use Carbor API .How to realize?

Hi Angus_D, Nice to meet you here again .
I want confirm which country do my application user's machine locate.I try do it by two ways .But there are some problem .

One: I can use Carbon(not carbor )API to get OS language phylum .But maybe there are some countrys using the same language phylum.
Second: I get the Time Zone of user's setting. Okay, by this way ,i can confirm which country .But it's so difficult to make one mapping from Time-Zone to Country.
So , I want to find any easy way to relize .Thanks again!
