How do you put borders on a map?

Ive researched this a lot, and found no simple solution. Ive gotten to where I ask other people to do it but im tired of bugging people everytime I want new map. For example putting nation and state boundaries on nasa's blue marble world map. There must be a simple program out there to do it. I tried nasa s world wind but that doesnt run on win7. Thanks if anyone can help.

I find a vector art version of the map I want, and apply my own borders in Illustrator.
Finding good vector art usually means paying for it though.

Like andi*pandi, I use vector art when I need a map for a project. The level of detail can vary wildly, though.

I used to use Mountain High maps back when I designed books. Globes, bitmapped physical and political maps and vectors as well. Cost actual money though.
