Is it normal for the temperature of your powerbook to be around 5 degrees fahrenheit higher when the charger is plugged in as opposed to it not having the charger connected? I've noticed that when i disconnect my charger, the temperature drops almost immediately.

Yes. The battery is charging, warming it up and the whole machine as a result.

Well even if the battery is not charging, the power supply circuit in the computer has to manage the incoming power, and that creates heat. So yes, it's normal for the computer to run hotter.

Consider also that Mac OS X's default Energy Saver settings are to run at increased performance on AC power than on battery. This, too, makes a difference.
