Can't tell for certain, but it looks like flesh bodysuit under, and a nipple tassle over the nipple (anyone with HDTV screenshots)?
Remember, the FCC doesn't mind bodysuits. She could do that with no issues (provided CBS and NFL don't mind).
It's the nipple they complain about. A bodysuit on TV would do the job nicely in that situation.
The bodysuit has been used before as a workaround. As long as it's not graphically sexual (two people wearing bodysuits and humping for example).
The FCC most likely won't care (if the above is really the case).
It's been done before, "body suit man". No big deal.
Now why did Britney Stop at kissing Madonna? Doing it topless would have been much more fun.

Top CBS executives approved a musical skit where Janet Jackson would expose her breast during the MTV-produced Super Bowl half-time concert, the DRUDGE REPORT has learned.
"It decision to go forward, went to the very top of the network," a well-placed source explained from New York.
The groundbreaking scene came during the most-watched television broadcast of the year -- and during the dinner hour for the nation's west coast viewers.

In most countries, a breast can be seen on a commercial during the evening news in the same context... no big deal. Just the human body.
Leave it to a handful of individuals to blow something out of proportion.
I just find it ironic that yet another Jackson can't manage to keep their body covered in the presence of young children. It's like they have urges to show bodyparts to children.
