I have a client with multiple base stations, and he would like a way to see which base he's connected to as he walks about his building. Generally for troubleshooting signal strength issues, and to see if a base doesn't seem to be broadcasting properly.

He says it was fairly simple with Internet Connect in 10.4-, but he's not found a way to do it with Leopard.

Am I missing something obvious?

First, make sure all the base stations have unique names. Then, you can try KisMAC to see the strength of all broadcasting stations.

if it's a WDS network with multiple access points (all on the same SSID), AP Grapher indicates the MAC address of which one you are connected to (I believe)
