Tweaking to get faster download speeds

I did a internet speed test for my wireless connnection and it said my upload speed is much faster than my download speed and recommended tweaking to increase download speed. Any idea how I would do this? I'm on Mac OS 10.4. Thanks!

do you have anything enabled that limits your pipe speeds?
Were you or anyone on your network file sharing, seeding, downloading, or otherwise using your connection during the test?

I don't know about pipe speeds, but I made sure I wasn't doing anything during the test.

Where (like what city) are you?
What kind of connection do you have?
What speeds does your provider specify for your connection?
What kind of (brand/model) networking hardware do you have?

These are a few of the questions we'd need answered to begin to help you out. Details, please?

I'm in Hanover, NH.
I've got a wireless connection via my college, Dartmouth.
I couldn't find what speeds they specify, but the diagnosed speeds were 1408 kb/s for dl and 2505 for ul
No idea. Once again, it's a college network.

most internet connections at colleges have a faster upload rate then download rate
