This is probably a "duh" question, but I clean-installed Panther Server and now I do not have CVS like I did with Jaguar Server. What do I use to install CVS? The XCode disk from Panther (not server version)? I use one OSX Server machine to handle the central CVS repository.

You could use the one from the XCode CD. You could download the source here and compile it yourself. You could use fink to install it.
