Auto Redirect flash/html?

I'm working with a company that has had a new site designed in 100% flash. They love it, but I have convinced them that them should offer an HTML version of the site for those that cannot or will not use flash.
When one goes to thier index page, it would be great if there was a gatekepper type page that:
Opened the flash index page if they had the latest version of flash
Sent them to an HTML version of the site if they had no falsh or an older version of falsh. They would be given a chance to instal/upgrade here.
Is this possible with something like javascript or PHP? If so, how?
