How can I prevent my iPhone/iPad from entering the "re-arrange icon" mode?

I have a 3 year old that thinks it's funny to move them around or delete apps. I noticed that the iPhones/iPads in the Apple stores do not allow you to rearrange icons. Just wondering if there is a policy I can apply to the device to achieve the same result?

I don't think it's possible. Why do you enter your passcode and then give the phone to a 3 year old?

Lots of kids books and he watches Mickey Mouse on it. Icons aside, it's a great kids tool.

Also: it should be theoretically possible. The iOS devices in the Apple store are all locked down like I am describing.

I know you can assign a policy to the device (MDM) to prevent installing apps. Ideally I'd like to find one preventing removal.

I don't think you can prevent it. Apple can do things with the devices that we can't, just like jail breakers can do things we can't. This is going to have to be a parent-child solution, not a technical solution.

That's fine. (It's what I was afraid of.) Just asking. Thanks.
(There is nothing the kid is doing horrible, everything can be restored, just inconvenient)

You can turn on parental controls and turn off the ability to delete apps without jailbreaking. Your little guy can still (and will) move them around, but cannot delete. This is what I had to do with my two year old.

My sig is 1 pixel too big.
