Does any version of Windows have a user accessible OpenSSL pre-installed?

No. OpenSSL is a project unrelated to Microsoft. You need to install it yourself if you want it.

Are there any portable Windows apps that can handle OpenSSL files?

Your question doesn't make any sense. OpenSSL is a library.

I guess I'm looking for a Windows app that is based on OpenSSL which happens to be a portable app.
I don't know much about Windows but isn't it conceivable that there could be an app that has the OpenSSL libraries embedded in it so that it can be run without having to install the OpenSSL stuff on the system? (Some Mac apps take this approach with various frameworks, right?)

Sure, what you're describing is static linking (vs dynamic linking against installed libraries), and Windows supports/allows that.
What would your portable, OpenSSL based app do?

I'm looking for a recommendation for a Windows encryption app that can decrypt a file that was encrypted with OpenSSL conventional symmetric encryption (ie, openssl enc -d -aes-256-cbc -in file.enc) without said app needing to be installed on the WIndows system (lab, cafe, library etc environment).
