Can't get 10.4.11 to upgrade to 10.4.9!

I have an old iBook G4 that I wanted to have a clean reinstall performed on, however after all was said and done Software Update performed several miscellaneous updates and insists it is finished and all software is up to date (no sign of "OS X Tiger Update 10.4.9"). I decided to try this manually and go to the apple.com downloads section myself and download the ppc combo update file, but when performing the installation it reads "Your mac does not meet the requirements needed to perform this installation." Does anyone have ideas about what I should do?
