I don't know if it's true, but a DR friend said that this model of phone was used for assaults and murders.(?!)
Maybe lyanma has the real story.

Yes, what he says it's true. The thing is that anyone could buy those phones, they were already activated with someone elses' name, you just had to pay 200 pesos. So drug dealers, assaults and murders and etc. used this phones because the didn't have to give in their names or ID No. to claim the phone as theirs.
So when the police tried to track down the phone numbers and the owners of those phones they couldn't 'cause they were activated under someone elses name or maybe it just didn't need any activation at all. So now they are "banned" from DR.
If you look at it from another perspective...it decreased violence on the streets, people were being killed just to get their phones.

How on Earth does what you describe set this particular phone apart from any other cellphone on the planet?
Or are you saying that the Dom Rep completely banned cellphones?

When you activate/buy your phone the company providing you the phone services asks you to give your Name, ID, address etc.
So, ok now anyone can legally prove that phone & number is yours. Alcatel is the only phone that doesn't need activation, so no one ever gets to know who is using that phone or a possible link to that person.
This phone was mainly banned because drug dealers only used that phone and the police apparently are actually trying to get those guys so they intercept their calls or maybe just get their numbers for further investigation. They can't make those investigation without a name/ID, so their solution is to ban every single one of them.
