Actually, the Federal Gov't is, according to Apple (via my account rep and se) the single fastest growing market for Apple. Reasons include OS X (govt research facilities love UNIX, and they have always been Mac friendly at the very least), power of equipment, security (expect the DoD to approve very shortly- in the same way they USED to approve of NT4 and no longer approve of IIS) and Web security (DoD already approves there and a LOT of the Fed Govs web servers are Mac based). Big Bush initiated a closed Govt Network (not just closed, but entirely seperate) feasability study (last week's eWeek and, I think, Inter@ctive week) a while back and it looks like that will be implemented. It would truly behoove Apple to get in on that deal and I think they are working toward that. Of course, as we know, most of the military's web services are Mac based.
Apple has always had a Federal sales branch, and until recently, the sales page was pretty buried on the website. Apple's paying much closer attention to this market now that that market is more open to it.
