Is it possible to set a custom wallpaper in the log in screen?
Is it safe to do so?

Yup. In Macintosh HD/Library/Desktop Pictures/, there is a file called Aqua Blue.jpg. Rename that file so that you don’t permanently lose it, then take the wallpaper that you want to use, rename it to Aqua Blue.jpg, and place it there. Next time you logout/in it should show up.

Visage is a UI PrefPane that has a little less room for destruction, of course swapping images and renaming them ain't exactly destructive, not like swapping the contents of the Finder.
