I saw a DVD movie recently that said "DVD9- Dual Layer" on the box. I don't know much about DVDs, so would the Combo drive in my iBook be able to read such a DVD?

yes.

the only problems that occur with some dvds are related to bad dvd authoring, not the disc format or anything.
